Hello everyone,
This is the first time I've ever been here, and I need your help; I'm stucked, and I will try to explain my problem as detailed as possible. I assembled a mid-level system with used parts because of the economy in my country. M2 SSD read/write speed is around 300 MB. I have updated the latest BIOS (7A32V1Q1(beta version)) and all drivers to the latest ones, but nothing has changed. I have made some changes in Bios, yet the result is the same. The processor works tightly at 0.54 GHz, there is not any fluctuation. When I applied manual adjustments thanks to Ryzenmaster, I was able to reach the required speeds manually like 3.60 ghz, but there was no continuity, also, I am afraid of using pc overclocked way. When I shut it down and start again , I have to deal with the same progress again and again. Additionally, I have to wait incredibly much untill I see windows desktop. The computer literally works like a blocked way. I tested all components one by one, except from the motherboard, on the msi X570 ace mobo. While all of them are working as they are supposed to be, I have the same result when I use my friend's pretty well working components such as MSI RX 5700 XT GPU, M2 XPG and multi-slot Rams on my mobo. There are 2 M.2 ports on my motherboard, the result is the same in both of them. If anyone has the same problem or has a solution, I would be very grateful. My components are as follows:

MSI X370 Pro Gaming Carbon motherboard.
Processor Ryzen 7 3700X.
Graphics card MSI 1050 Ti.
Single slot 8 GB G.Skill Trident Z CL19 3600MHz RAM.
500GB Samsung 970 EVO Plus M.2 SSD.
700W Rampage 80+ PSU.
Legion 27" 180 Hz 0.5 ms IPS monitor (used with Display Port)

which slot is the ram in it should be in slot 2.

check your cpus temperature in bios

what cpu cooler are you using.

Thank you for responding, cpus temperature are between 37-39 celcius. I have a stock cpu fan am4 wraith prism , and Ram is in slot 2.

go into bios and see if amd cool and quiet is on if so turn it off and save.

this should allow the clock speed to go up normally

then try going into windows play a video and use hw monitor

to find out what your temp is when playing a video or game if it goes up drasticly and quickly then the cooling isnt efficient enough.

temps should be around 55-80c on that cooler depending on what your doing. if it climbs past 80 recommend getting a better cooler.

Have you ever reset CMOS? Do it by both shorting the two pins on the motherboard and pulling out the CMOS battery for a few minutes. Then reassemble.

For one memory stick I'd suggest using the 2nd or 4rth DIMM slot going away from the CPU.

Yeah, actually I have reset cmos by pulling the cmos battery out and waiting approximately 15 minutes to place the battery again many times, it doesn't work, either. I am using the 2nd dimm slot.

Is it possible for mobo having hardware problems? If it is , does it work any way? I mean either way I can use the computer.

im assuming its the motherboards chipset at fault or beta bios you can try going back to 7A32v1N.zip bios. first otherwise i would put it down to a board issue over cpu.

personally i would get a new board b550 would support the cpu out the box. and its a better chipset which offers more.

i tend to stay away from msi as ive had more issue with there boards i mainly use asrock/gigabyte/asus

using a dodgy board can damage your hardware wouldnt recomend it.

On its official website, there is no 7A32v1N.zip bios version. How can I find it? Does it work properly?

strange seems it was removed personally again i would get a different motherboard try

7A32v1P3 its still beta but it is probly a more stable version
I updated just previous bios version 7A32V1P3, nothing has changed 🙁 Is there another way to save cpu from 0.54 ghz for good?
