But the computer I have has a max combined wattage of 680w
Is that enough?

That PSU is junk. It only has 22A on the 12v rail (12v X 22A = 264w), I would expect more from a good quality 300w psu. It’s the 12v rail that is important.

You need a new psu. Your psu I wouldn’t even use in a basic office pc let alone a pc with a dedicated gaming gpu.

Absolutely not.

Your PSU is rated for 264w on the 12V rail, at most. This measurement could’ve been made at ‘peak’ or lower operating temperatures. It may only be able to deliver 200w in your conditions.
This arises a couple issues.
Firstly, this is undoubtedly undersized for an RX 580 System. The RX 580 can use 250w, alone, while gaming.
Also, this is an indication of a crappy PSU. It may only last a year, and take out components with it.

So, definitely buy another PSU.

For a recommendation, please provide full system specifications so we can ensure compatibility, which retailers you prefer to purchase from, budget, and any special requirements/desires such as quietness, efficiency (if electricity is expensive), modularity, etc.

I have rx 480 rx 4gb and il have modified bios for à 16 gb,all work fine and overclocked with the Last base bios,i mine à record all time comparé à vendor bios on Web,you can easy do this with a rx 580 because at first time the modder usé à rx 580 bios,i have using what ever bios,Just search the same number it Will fit on your card, now i mine high with unminer unmineable à good 24.22MH easy on Wi-Fi,and m'y Wi-Fi deconnect all time due modem security,i do all video,game,all,i have in more add virtual ram 1024x16×1.5 and 1024×16×3 all work fine with i5 6500 in all stock G11CD asus rog
