I build my pc in 2013 and it as serviced me well for 6 years, The only upgrades i did was added some fans and more ram.
Currently i can run games that came out this year like borderlands 3 at low settings for 50-60 fps range.
My question is what pc part should i upgrade first?

Motherboard- MSI 970A-G46 9 Series AM3+ Motherboard
Power Supply- Thermaltake SMART 550W 80Plus Bronze Power Supply
Processor(CPU)- AMD FX-8320 EIGHT-CORE 3.5GHZ 16MB 125W AM3+CPU
Memory(RAM)- GEIL EVO Veloce Series 4GB X4 DDR3 1600MHz
Video Card(GPU)- GIGABYTE RADEON R9280X GDDR5- 3GB DVI-I/HDMIOC

Budget $300

I was thinking of replaying my Video Card first with

Sapphire Radeon Nitro+ RX 590 8GB GDDR5 Dual HDMI/ DVI-D/ Dual DP OC w/ Backplate Special Edition (UEFI) PCI-E Graphic Cards 11289-01-20G

For future I suggest you to save more money then upgrade motherboard because 970A doesn't support newer cpus and DDR4 ram. After you can buy some newer cpu and ddr4 ram.

But if you have only 300$ i suggest you to spent it on gpu you can buy rx580 8gb for 250-300$
