I'm not sure if i get the right fps in some games with my setup

GPU: ASUS ROG Strix 1080 A8G
PSU: Corsair RM750x
Mainboard: MSI Z97 Gaming 5
RAM: DDR3 16GB 2400-10 TridentX K2

First off excuse my english.
I upgraded my GTX970 to 1080 and was expecting a boost in performance but I couldn't really make out any difference and that's where I thought that something might be wrong.
I struggle with this for the past month now trying out things I could find on the internet
but nothing really seems to work and i just don't know what the problem could be.

I have this Problem where im, not getting the Fps I should get in some Games
For example CSGO:
I have around 160-190Fps
Where others with the same GPU and CPU can get around 300Fps...

Same for games like:
GTA 5
Titanfall 2
Battlefield 4
Rainbow Six: Siege
Overwatch

Some off these games are set to low to get a somewhat stable frame rate
But games like The Witcher 3 runs perfectly fine on Ultra

Some things i have tried:
I have configured the power plan to performance mode
My drivers are all up to date
I wiped my system clean and installed windows and all drivers from new
(which gave me a slight boost in performance)
Unparked Cores

I hope someone might be able to help me out
Will provide any information u guys need.

Resolution is 1920x1080
Witcher 3 runs with 90 - 110 fps with everything on Ultra

that sounds about right. That is exactly what you would expect with a GTX 1080 in Witcher on Ultra at 1080p. So it seems your system performs as expected. With the GTX 970 you would have seen the frames between 50fps and 60fps. So I think they upgrade was increasing your performance as expected.

I can't really speak for the other games since I have no experience with them.

Well the problem is that everything else is performing very poorly

Rainbow Six:Siege for instance struggles to stay above 60 fps on low settings
GTA 5: Is somewhere about 40 fps for the most time

Nothing changed what so ever i always thought my 970 was the problem but even with a new GPU
those games still perform very bad which can't be right since other people with the same GPU and CPU
run those games on ultra 60fps+

Even my friends who have older parts then me run those games with a higher framerate than me...:(
