I just want to know if its a piece of software or hardware? Is it located inside the cpu itself? or is it another chip on the board?

I read online that it is internal somewhere. I would like to increase a 16bit bus to 32bit bus

The memory bus is traces on the motherboard. The CPU, DIMMs and possibly a discrete memory controller.
The instruction set (RISC vs X86) doesn't change the physical architecture. Memory modules don't know what instruction types they are holding.

This is hardware. You don't change the bus width without a complete redesign and remanufacture. If you plan on doing this I sure hope you have some DEEP pockets (as in 10's to 100's of millions, or much more)
