In-game and Browser Stuttering/Lag With and Without Overclock

I recently overclocked my i7-7700K to 4.8 GHz at 1.376 Volts while under load, and my EVGA GTX 1080 TI FTW3 with a core offset of +30 MHz, memory offset of +380 MHz, and 1.093 Volts. After this, I noticed slight stuttering/lag in-game (noticeably Witcher 3) and while watching YouTube videos. I've run stability tests for both in OCCT and Unigine Heaven (of note - despite not receiving error messages/crashing, both tests would occasionally freeze for a few seconds).

I decided to roll back both overclocks to stock and the stuttering/lag persisted.

Any advice?

ASUS Z-170E
i7-7700K

Unigine heaven is a GPU bench - It doesn't really stress the CPU.

For CPU stressing you can use Prime95. Although, most 24/7 usage wont get anywhere close to p95's usage. But that's what makes it such a good test. If it passes p95, it'll almost certainly be stable for regular use.

I cant help with your problem though. Are you sure you have reverted back to default settings? I recently saw a youtube video (cant remember who it was, possibly Jays2cents), anyway in the video in game stutter was a result of too high an OC.

Thanks for the response! I've read aplenty that Prime95 is overkill to test CPU OC stability, so that's why I stayed away from it. After some more tinkering around, I deleted one of my GPU OC Softwares - EVGA's Precision XOC (I had MSI Afterburner and PXOC because PXOC was to OC while Afterburner was for ingame OSD; PXOC's OSD sucks). After deleting it, the stuttering seems to have had disappeared along with it.
