Question Incorrect CPU temp causing fans to blast

When I'm doing something non-intensive on my PC (web-browsing), my fans will suddenly start spinning very fast and loudly. When I check the temps in iCue, the CPU is will be anywhere from 61° - 73° C, but a second later they drop to around 39°. This happens all the time, fans start blasting which leads me to open iCue and the temps plummet. If I leave iCue running on my second monitor, the temps remain low, but it cannot be minimized, it has to be open. I have tried uninstalling iCue and using different softwares (HWiNFO, speedfan) to monitor temps, but that just caused them to be permanently high and the fans constantly blasting. Any idea what's causing this?
