Increasing resolution over max on VGA monitor

I'm trying to play a game, but it wont launch due to the fact my monitor's resolution is too low, so I'm trying to make my monitor display above its max res, something that I know can be done, but cant seem to find a tutorial on how.

My Monitor is a VGA CRT monitor, which runs at 1024x768, and I'm wanting to increase it to 1280 x960 or something in that ballpark. I know its supposed to be possible as long as you also decrease your refresh rate?

I tried enabling Virtual Super Resolution in AMD Catalyst, but the only guides on how to use VSR are for flat screen monitors.

Any help from peeps who know exactly how this is done?
