INDECISION OVER SPEED vs LATENCY

Hi all.
I am building a new pc and have so far purchased;

MSI B350M Mortar.

Ryzen 5 1600 CPU.

I'm now considering RAM and have narrowed it down to two options;

Corsair CMK16GX4M2B3200C16 Vengeance LPX 16 GB (2 x 8 GB) DDR4 3200 MHz C16 XMP 2.0 High Performance Desktop Memory Kit, Black

and

Corsair CMK16GX4M2B3000C15 Vengeance LPX 16 GB (2 x 8 GB) DDR4 3000 MHz C15 XMP 2.0 High Performance Desktop Memory Kit, Black

As they are within a few quid of each other, either is suitable depending upon whether or not in "real world" applications;

a) Is the difference in speed between the two that great?

b) Does the C rating (which i believe refers to latency?), negate any advantage 3200 @ 16 has over 3000 @ 15?

In other words, does a single unit in latency overcome a 200 MHz difference?

Please bear in mind that I am considering between adding a GTX1060 6GB or an RX580 8Gb (depending on how I decide over the power draw vs extra 2 Gb's)

To find the true speed of memory, you divide the speed (in Mhz) by the latency (measured in cycles) then multiply by 2000, for the speed (in nanoseconds).

Or you can just refer to this chart.

In this case the speeds are nearly identical. If you're just gaming, you'll never notice the difference, even if the difference was a bit larger here. I'd buy whatever is cheaper, or whichever looks better in your case if that's important to you.
