Infinite diagnostic loop

ok, so my friend has this laptop with windows 10 and just recently it started freezing. when he called me about this problem, the laptop was as follows:
when I booted the system, the diagnostic tool kicked in and anything that I try within the tools, they don't do anything, only thing that happens is a reboot and diagnostic tool again. I tried to do a reset through diagnostic and when it reboot, it says it's resetting the windows, but once finished, it just continues the loop. this is the first time I've ever encountered something like this and I would like to know if it's possible to undo the damage without having to rewrite windows 10 and losing all stored data?
 
Solution
If you are worried about the data, pull the HDD out, copy any important data to a different HDD using some other computer, do the re-install and put the data back in.

If the diagnostic tool you are having issues with is something that loads before the OS boots, then the reboots while running the diagnostic tools might be due to a hardware failure and re-installing Windows won't help with that.

Solution
Whatever the components might be, there is a high probability they are soldered to the motherboard.

If you are very lucky, it could be a simple conductive dust bridge somewhere on the motherboard - I once had a board that wouldn't boot and a simple spray of canned air to blow the dust off fixed it.
