Infinite "Getting Windows Ready" Screen

I built a pc a few weeks ago. It works and functions just as I'd imagined, although it has had a few issues with Windows 10 since then.

Whenever I shut down my pc and boot it back up this message appears:
"Getting Windows Ready
Don't turn off your computer"

I can't get it to stop! I completely reset my pc and just finished downloading all my games onto it when I needed to restart the pc. When I clicked restart, the message came back up and now I'm stuck in the same situation. I dont want to have to completely reset (deleting all files) my desktop every time I want to use it!

One thing to try is to search for and download the Windows 10 Update troubleshooter. The Getting Windows Ready message during Shut Down or Restart is usually triggered by some update. I think this is the link: https://support.microsoft.com/en-us/help/4027322/windows-update-troubleshooter
