Input Lag In Windows 10 And Games

Ok so recently (2 days ago)i reinstalled my OS(windows 10 64 bit) but a weird and very very very frustrating issue has occurred,i am experiencing constant input lag inside the OS and inside games, my main game is CSGO and that requires ZERO lag of any sort especially input lag, game DVR is disables,infact that was the first thing i did before i even noticed the input lag,what else could be causing this issue? any ideas on how to fix it?Any help would be very much appreciated as at the moment i cant play CSGO and its driving me insane.
 
Drivers?

Typically drivers are the first thing I check after a clean installation of any OS.

BIOS up to date?
Latest chipset drivers installed?
Latest video graphics drivers installed?
Latest keyboard, mouse or other peripheral firmware updates?
And so on.

Also, try the most current release, 'Redstone 1' v1607 for now until 'Redstone 2' is released sometime this Spring.

All drivers,chipset ,graphics etc are fully up to date,did that in the first hour after install of windows,nothing changed it.
 
In that case, two quick checks,

#1 Quick GPU-Z rendering test just out of curiosity.

Bus Inferface is running as expected?
Click the "?" question mark and click "Start Render Test" and let it run for a couple minutes.

Does your PCIe bus interface confirm PCIe x16 3.0 @ x16 3.0 during testing?

#2 Disable the Xbox video capture.

#3 Try games again to check their performance.

Hopefully that fixes the problem.
 


Gpu-z shows pcie x16 2.0 @ X16 1.1 when under no load, but when under load it goes to @x16 2.0(my mobo does not have a pcie gen 3 slot only gen 2)

XBOX DVR and game capture is already off and removed using powershell(which is why i cant see why im getting input)



 


Did you fix your lag ? If yes could you tell me how because i'm facing it specially when playing CS GO . Hope you can help me out :)
 
 
So I created an account so I could help answer this one, I had the problem and fixed it easily, it might not work in all cases but worked for me.

I only had to change the input language to English US from English UK, by right clicking the icon that was for some reason on the right of the task bar.

I looked into it further and there seems to be a language bug.

for me when i changed the input language the lag on the keyboard was gone while playing games, but the Keyboard layout was wrong for some keys like the @ symbol had switched with the " symbol as expected.
However when i rebooted the ENG (language icon on right of task bar) was gone and the settings were english uk again and the lag was still gone.
if you cant see that icon you have to change the it language in settings, you can also try to add an language you dont want,( like English US ) then delete it, that could also help.
