Question Inputlag/floaty mouse in every game & desktop

I've already tried:

Reinstalling windows (tried both ssd&hdd)
Installing latest drivers including bios
Clean nvidia driver reinstall via DDU
Disabled sound drivers etc. in the Device manager
Tweaked Windows settings
Tweaked Nvidia settings
Different Ssd and hdd
Different PSU
Different Mice
Checked if all cables are plugged in properly
Marc Mouse Acceleration Fix
Tried every usb port


Specs:

GPU: Rtx 2080Ti
CPU: Intel i5-9600k
Ssd: Samsung 860 Evo
Ram: Corsair Vengeance ddr4 3200
Motherboard: Z390-A Pro
Monitor: Acer XF270HB
Psu: Corsair RM750x

If i missed anything important let me know and i'll update

I'm assuming it might be a Hardware issue but i'd love to get some opinions before i buy new parts, ty

Use Task Manager and Resource Monitor to observe system performance when the mouse is moved. Do so by using just one or the other (Task Manager or Resource Monitor) at a time.

Make and model mouse/mice?

Manually uninstall the mouse drivers via Device Manager.

Manually download the applicable mouse drivers via the manufacturer's website. Reinstall and reconfigure.

No third party installation tools/utilities.

Performance seems to be the same

i'm assuming you mean brand and model? I tried: Roccat Kpu, Razer Viper, Razer Viper Mini, Endgamegear xm1, Logitech G403, Logitech G Pro Wireless

Already tried the other 3 suggestions, none of them helped
