Insane Stuttering and FPS Drops on High end PC

This Insane stutter started 1 month ago. My frames used to be 300 on every game max settings. took a break and was off the computer for 4 days, came back and it was on 40 on lowest settings possible and it also drops to 20 and back up then down again every second which made it super hard to aim. i have a video on BattleField 1 showing how bad it truly is. iv ran MalwareBytes and CCleaner everyday since the break. iv cleaned the cache and registry using CCleaner.



If their is anything wrong i think some one will be able to fix it with the information above.

I have got the following components:
Intel I7 7900k overclocked to 6.5 GH's
GeForce GTX 980 TI
and 16 GB's of RAM
And Windows 10
