Question Inspur X540T2 Not working

Hello, I am having trouble getting an Inspur Intel X540T2 PN YZCA-00311-103 10gbe network adapter working.

When I install this card the system does not seem to recognize it at all. It boots up properly but it is not detected in device manager or in the network adapters section of control panel. I also see no link lights on the card, I've tried both Ethernet ports on the adapter.

Intel's drivers direction from their website also cannot find the device.

The boards I've tried it in have been am ASRock B550M Pro4, MSI B350 Tomahawk, and Intel H550M TC. In the B350 I tried it in both the top and bottom slot and no change.

It has a couple of jumpers on it, but I'm not sure what they do.

Any way I can get this card working? It is supposed to work in desktop motherboards.
 
Does the adapter appear via Powershell?

Get-NetAdapter cmdlet (as admin).

Shows my Intel Wifi/BT and onboard Realtek gig lan, but this adapter is absent.
 
It's like that but has a standard Pcie slot, not the extra bit, and a standard Pcie bracket. It's apparently meant to work in a regular desktop and not just servers because of that, and the comments/reviews support it being compatible.

If you want to look at the info. I didn't pay that much for it.

Never knew that tool existed, pretty need to decide the manufacturer identifier in a Mac, will have to use it in the future.

The MAC is 6C:92:BF:67:A7:7C and it claims to be from IEIT SYSTEMS Co., Ltd. It has "Inspur" branding who is apparently a server manufacturer.
