install bootcamp onto external hard drive from windows pc.

So here's my goal, I want to get someone (who doesn't have a windows computer) an external hard drive that has boot camp pre-installed for his newest macbook so he can plug it in and use windows for pc games.
I do not own a mac and have to set it up from my windows 10 pc. I do not have access to his mac (he lives a fair distance away) so mac os can not be involved.
From what little knowledge I have on the subject it seems this is probably a difficult question but if anyone knows an answer I would be forever grateful.

note: he does not have the time, nor technological knowledge to do it himself, I'm trying to surprise him with a plug and play windows hard drive.

You need to be able to run Bootcamp Assistant in order to install Bootcamp to a drive. So if he doesn't have the know how and you don't have Mac, the next option would be for you to convert your PC(or another one?) to a "Hackintosh"... Once you're in the OSX OS, you'll have no problems making a bootcamp drive.
The question though is... do you want to put that much effort into it?
