Installed fans and 390x and running into problems

I recently installed a Sapphire 390x, a h5 Universal CPU cooler, and two case fans and now several problems have occurred.

1. There's a loud humming noise that's coming from the computer and I can feel the vibrations on the desk. I don't know where that's coming from. Or if that's even normal for a 390x.

2.
a. Everything is slow. EVERYTHING. Chrome tabs, programs, and fps on 3DMark. On boot up it takes 10-15 seconds for a tab to load. Restarting it fixes the issue but returns when I boot up again. It takes over a minute for programs to start: Same issue, same temporary fix. I have Windows 10 upgraded which was working perfectly fine with my 960. If that helps.

b. On Valley Benchmark I've gotten a min fps of 37 and a high of 122 at 1080p. Right now the computer is at 43C Idle and during my testing it hasn't gone above 69C pushing it on Valley. Regardless of my setting of the fan curve, only to go only 100% at 75C, it sounds like a jet engine. http://www.3dmark.com/fs/7556033 On 3DMark I have a combined score of 5358. I've been told 3DMark is not representative of real world fps but I think it should get a lot more fps than my 960 2gb did on Extreme. It had a 22.2 fps average while the 390x gets 24.2 fps on combined tests. My Cpu during the Physics test hit 91C and my gpu hit 85C on combined tests.

3. There is a rattling noise while at 100% speed which I have verified to be the H5 cooler through bios. It only happens when I push the fan to full load.

I've installed the latest AMD drivers 15.12. I've uninstalled all the NVIDIA drivers with DDU. I don't know what's going on. I don't know if I have a dud, if I need to reinstall something or if I need to RMA anything.

1. 390X 's are hot headed hardware so you're probably experiencing the GPU's fans kick in due to the heat.

2. Have you tried reinstalling windows after recreating your bootable USb installer while another route can be to do a repair install and if the latter works you're saved from a reinstall. You may also want to look into Crimson drivers. Currently there is version 16.3 available.

3. Speaking of BIOS, are you sure your BIOS and device drivers are up to date? Have you verified that the installation for your H5 unit is in accordance with their instructions?
