Just upgraded from an i5-6600k to an i5-9600k on an Asus z170-A motherboard. As far as I can tell the new cpu is compatible with this board. Nothing else changed. After install nothing works. Almost as if there was no power at all except for a couple led lights proving there is power. No boot, no lights, no fans, nothing. I reinstalled cpu a second time to make sure it was seated properly and the same thing.

Solution
The LGA 1151 socket that the 9600K uses, is also sometimes referred to as LGA 1151v2 (or 1151-2), since the pin layout for 8th gen and 9th Gen Intel Core CPUs (such as the 9600K) is different than the pin layout of previous generations, such as your 6th Gen 6600K.

Eventhough the 9600K physically fits into the socket on your current Z170 motherboard, and eventhough it has the same amount of pins, the 9600K won't work with your current motherboard, because of the changed pin layout.

A BIOS update won't solve the incompatibility problem - it is a hardware limitation.

As mentioned earlier in the thread, the 9600K requires a z390 / B365 chipset for native 9th Gen support, or a z370 / B360 chipset with updated BIOS for added 9th Gen...

A 9600k is not compatible with BIOS compatibility even though it maintains the same pin count and socket as your 6600k. You need a z370 or z390 board.

Only the Z-series motherboards allows for overlcocking the unlocked K-model CPU, so if you plan on overclocking, the B360 / B365 should be avoided.
