Installed new GPU but pc Wont boot

Hello,
So I just installed a GTX 1060 and my pc wont boot up. There is a green light on my motherboard so Its recieving power. My GPU has a light showing as well so it has power too. I tried installing the old gpu and still won't boot. I made sure everything was connected properly and still no boot. I also tried unplugging a ram stick and nothing. It looks like my psu is working. I have a 600w EVEGA 80 PLUS psu so that shouldnt be a problem. I did spray some dust remover spray and some might of gotten on the motherboard (not sure if that could mess something up). I'm stumped PLEASE HELP!

It's not booting up at all. The fans are not spinning and the case light and The RGB lights are not turning on as well.
 
Thats what I'm thinking too. I'm gonna take it in and see if that works. Thanks for the help mate!

 


I just did the PSU paperclip test and it started up! Must be something else. Starting to get worried that it's the MOBO
