Installed power supply, having problems.

I don't really know computer hardware but my power supply went bad after two years so I replaced it. The new powersupply is an Antec Smartpower 2.0 500 watt. When I plug in the power cord, the wireless PCI adapter light blinks as normal, but the blue leds for the case flicker on and off which shouldn't be happening. The case fan also runs as soon as the cord is plugged in. But the computer doesn't turn on. What am I doing wrong? The powersupply manual was very brief and not that helpful.
 
Sounds like you need to start from scratch - disconnect *everything* except cpu&fan / memory / video / keyboard and see if you get into the bios.

If so, then start adding things, starting with a CDrom and boot it up w/ the Ultimate Boot CD and give it a quick run of memtest and prime95. Eventually you will hit the problem.

in extreme cases I have had the motherboard on a block of wood with a ground wire connecting the chassis ground on the ps & mobo. Having spare parts to swap until you drop can be a godsend if you reach that point - good luck!

You say that the case fan runs as soon as you plug in the power cord ? I'm pretty sure this should not happen in a correctly connected system.

My guess is that you have your case connectors (front panel switches) incorrectly fitted to the motherboard.

Recheck the connections for the power switch, reset switch, and led's. Your motherboard manual should detail the correct connections.

If you didn't remove these when installing the new psu (and there would be no reason to tbh), and they appear to be connected correctly, then recheck the psu connections to the motherboard, specifically the 20-pin (or 24-pin) ATX connector and the additional 12V connector (normally a square 4-pin connector). Make sure you use the correct square 4-pin 12V connector (it should be marked 12V hopefully, and should have 2 yellow and 2 black cables).

If you were to post your motherboard model, and other hardware, then we may be able to advise better on the connections.

I see what you mean about the manual - not a great amount of detail in there.
