Installing a new Graphics card.

Hi all, ok so I've been trying to trouble shoot my problems with little to no joy.

OS: Windows 8.1 Pro 64bit
Processor: AMD FX 6100
RAM: 8GB DDR3
MOBO: ASROCK 990FX EXTREME3 MOBO
PSU: XFX CORE SERIES 850 WATT PSU
CPU Cooler: Corsair Hydro Series H60 High Performance Liquid CPU Cooler
Previous graphics card: EVGA GTX 660 FTW 2GB GDDR5
New graphics card: SAPPHIRE R9 280X VX OC 3GB

Ok so onto my problem.

I uninstalled all the Nvidia drivers and used the driver cleaner. I then powered down the PC, switched the power off, unplugged the mains, opened the case, removed the 660 and inserted the 280 plugged in the power cables, closed the case and attached the DVI cable.

I press the power button to boot up the PC and nothing.... the keyboard doesn't light up and neither does the mouse and nothing is displayed on the monitor.

After removing the 280 re-inserting the 660 and powering up and error is displayed informing me the PC failed to boot previously. The PC then boots up correctly with out any issues.

Does this sound like a dead card? What else can I try? Or have I missed something?

Any advice at this point would be fantastic as I am slightly stumped as to what else the issues could be besides the card.
 
Well assuming your plugged in both PCI-e power connectors (I think a 8 pin and 6 pin??) than I would suspect that your PSU 8 pin might have some issues. It's also possible that your GPU is bad, but that is hard to believe straight out of the box. I'd double check your PSU power connections and make sure they are working correctly or at least that the pins are good and your getting a good connection. I believe the GTX 660 only needed a 1 x 6 pin PCI-e power connectors.
 
I have 2 8 PIN PCI-e which I've attached, it also came with some adapters for converting 2 of the 4 pin to an 8 pin which I also did attempt to do.

I forgot to add that the PC does power up and the card powers up aswell, but the mouse, keyboard, monitor do nothing when the 280 is in the machine.

And yes the 660 only needed 1 x 6 pin PCI-e
 
Only use the 8 pin PCI-e power connectors, because they are the ones needed for the GPU power. Can you get into the BIOS or not? If not, I would think that the PSU or GPU has issues, since you don't have any mobo issues with the GTX 660. Also consider updating your BIOS w/the GTX 660 and then try the 280x again.
 
Yeah I tried to use the converters to ensure that the issue wasn't power. I cannot get to the BIOS, no. I will try updating the BIOS and I'll post an update and let you know how I get on.
 
Ok I took the card back to the supplier and they tested the card there.

Turns out that unfortunately I had managed to pick up a faulty card. They have sorted me out with a replacement after testing on-site to ensure it works.

Chances are slim but it had to happen to me. Thanks for all the advice.
