Installing video card?

I'm using my brand new built computer currently and I put the video card into the motherhboard and connected it into the power supply but the fans on it don't come on. (Havent played any games or anything intense yet so might be why) but for the ports that stick out the back of the case do they need to be plugged in, or in other words does the monitor need to connect to the video card it self? If so what cable do I use

My monitor came with a white cord and a blue one. I used the white one to connect motherboard to monitor so should the blue connect vid card and monitor? It looks like it will fit I believe it is called a VGA cable

If you have the white one like in the pic , it goes from your monitor to the DVI on the Video Card.

Ok thank you, I have the white and blue one and was currently using the white one to connect motherboard to monitor. So if I use white one for video card should blue one be used for motherboard to monitor?
