Can a bad bios corrupt windows when windows is installing itself?

Didn't fix it. Why is my computer stalling out for a couple of seconds and then is responsive again?

The event viewer may tell you. Look for i/o errors and timeouts.

The hard drive is throughly wiped using win8 extended factory reset, windows is now reinstalled with all of the updates installed and this is on a motherboard that I just got back from gigabyte that had tested it so I'm ruling out motherboard and curropt os. I left memtest86+ v4.20 on last night for 10 hours and it's made 6 passes this morning and no errors, and that's with two sticks being tested simultaneously.
