Intel® Core™2 Duo Processor E8400 not working with asus p5b-vm mobo

I have an old machine which I am using for an arcade cabinet but still having trouble running the PS2 Emulator so I started by putting in a Gigabyte GeForce GT 710 2GB, which seems to be running fine.

I then went to upgrade my CPU from a Pentium D @3.5ghz to an Intel® Core™2 Duo Processor E8400.

everything I've read is telling me that it will work on this motherboard P5B-VM but when I boot it up, the monitor doesnt come on and there is no HDD sounds working which leads me to believe it isnt even posting. so i put the old CPU back in and it boots just fine. I thought it may of been the RAM but I reset it and it works with the old CPU but not the new one.

its all 775 socket right??

hard to believe but I have this system running on windows 10 pro 64.

Can anyone give some advice on where I may be going wrong?

 
looked up your board and indeed I see that Q8xxx series included in compatible CPu for it
but I see series listed by model number can you look at the cpu and see if it is one of the following ?

E8400 - AT80570PJ0806M / EU80570PJ0806M / BX80570E8400 / BX80570E8400A / BXC80570E8400

if it is, have made proof this cpu was functional before you bought it ?

PS: I have a Asus - P5QL/EPU with Q8300 on widows 10. but found it ran faster yet under windows 8.1x64

was my first purchase from there so it is difficult to know if they are trustworthy. seemed slightly sketchy that it was just in the plastic covering and not in a box though.

one more thing, do you think my choice in CPU was right? seems pretty top of the line for 775 socket? any suggestions?
