Intel 4690K locked at 799.53 MHZ HELP!

Hello, i just upgraded from AMD to intel about a week ago, and just today i turned on my pc and found out that the core speed is stuck at 8MHZ and won't budge under any load, even stress testing.
SPECS:
4690k
Asrock fatl1ty killer z97
MSI 7870 GHZ
2x4GB Vison tek black label ram
tplink 300 mb wifi card
western digital blue 1tb

Now i did find out that if i disable intel speed step technology it fixes the problem, but then my processor is at 3.8ghz all the time and it starts to get hot after a while.

Also i just flashed my bios after the problem occured and no fix...

Please help!

Alright so i went into windows power options, and the max setting was set to 5%, which is awesome because i set it to 100 and it seams solved now, but how in the heck does that get switched from 100% down to 5%?

Also another quick question is my Processor is on 3.7ghz stress testing is that normal? I thought it should turbo to 3.9?
 
The processor will be automatically boosted to such a frequency where the temperatures and voltages are fine. If the room is hot , lower boost frequency. Also the max turbo boost is achieved when not all cores are used - to stay within the TDP .Must be checked from Intel site
