Question Intel AC8260 Bluetooth not working

So a while ago i bought a used Dell Precision 7510 that is for the most part pristine, except for one weird thing. The Bluetooth is outright missing.

From what I've gathered it has an Intel AC 8260 wireless card that should have both Wi-Fi and Bluetooth capabilities.
But for whatever reason, while the Wi-Fi functions perfectly, the Bluetooth simply doesn't work. No way to enable it on windows, doesn't show up on device manager, tried to install new drivers, to no avail. The laptop had a brand new install of Windows 10 Pro. I checked the BIOS and Bluetooth was enabled.

While taking the device apart to reapply the thermal paste i checked the wireless card and it seemed perfectly fine. Had to take it out for the disassembly so it was already reseated. This also did nothing.

Most recently i tried completely uninstalling the "Dual Band Wireless-AC 8260" (the WiFi adapter) from device manager and reinstalling both Bluetooth and WiFi drivers from scratch. Once again no change.
I even attempted disabling fast boot because someone else before me had solved this issue that way, but alas it still doesn't work.

At this point I'm kind of stumped and can't for the life of me come up with anything else to try. I've gone up to page 3 of google results for several websites and haven't found a single solution that worked for me.

Maybe someone in here who knows much more than i do about this has any ideas as to what's going on?

The only real thing i can come up with is to entirely replace the card but I'd honestly rather look for a fix before doing that.

chipset drivers including usb drivers up to date?
eventually hardware switch of the bluetooth set to off?
is the hotkey bluetooth set to on?
in windows 10 bluetooth set to enabled ? (bottom right in the menu where you can find airplane mode as well)

update the bios of the motherboard
restart Windows

Chipset drivers were updated along with every other driver I could think of.
Doesn't seem to be any hardware switch or hotkey for Bluetooth specifically, and it's enabled inside the BIOS. As for windows, it literally doesn't show up anywhere. There is no option to turn it on as Windows won't even recognize the Bluetooth module whatsoever. Every other case I've seen of this, it shows up on device manager as generic Bluetooth radio or unknown device, but in my case it's missing entirely.

I will try updating the BIOS and see if that does anything.
