2 GB of RAM is pathetic even for Windows 7...
the 100% cpu usage, however, could be caused by legit updates, or, malware...
Make sure all updates are done before evaluating cpu usage...
after updates are all done/applied, look to see what tasks show in task manager/processes
alter your msconfig to disable startup of everything you truly do not need...
If 32 bit windows, try to up your config to 4 GB, and if 64 bit, 6-8 GB performs well...
A quick pass with Malwarebytes ANtimalware might show/remove anything running that ought not to be..(i.e., junk/malware)
