why the intel core i3-8100 have not turbo boost technology while it's a quad core cpu

None of the I3s have ever had turbo boost technology. Core count doesn't matter... Only the branding ie; I3 I5 I7 will determine if the CPU will have turbo boost. The two added cores on the 8th gen was just a push back from Intel due to AMDs comeback. (Not an AMD or Intel Fanboy.)

as the i3-8100 is essentially the old mid-range i5-7600 (4c/4y) repurposed/rebadged as the new entry level, they might have been wise to not allow it to turbo up to any significant clock speeds, lest it bleed off customers from their higher-end processors 6-core with 'overly decent' quad core performance still quite suitable for home/office work, even if quad core is fading fast for gaming...
