Intel Core i7 4790K Lacking???

--Windows 7 Ultimate
--Intel Core i7 4790K @ 4.00ghz
--ASRock Motherboard Z97 Extreme 6
--16 GB DDR3 SDRAM G.SKILL Ripjaws X Series PC3-17066
--MSI GeForce GTX 970 DirectX 12 GTX 970 4GD5T OC 4GB 256-Bit GDDR5
--Seagate NAS HDD ST2000VN000 2TB 64MB Cache SATA 6.0Gb/s Internal Hard Drive
--EVGA 110-B2-0850-V1 80 PLUS Bronze 850 W Power Supply
--CORSAIR Hydro Series H105 Extreme Performance 240mm Liquid CPU Cooler


I've been playing video games and I noticed a substantial FPS drop a little over a month now. So I decided to do several bench marks and system checks, and I noticed this.

The Power Max Should be 4000w shouldn't it?

The CPU-Z shows that the core speed is 799.53 MHz, shouldn't it be between 3600-4000MHZ?

And my benchmark are a lot lower than what it should be, both CPU and Graphics Card. Weaker CPU's and Graphics cards seem to do better.

I was thinking of updating my BIOS as it says 9/15/2014, so I went to the motherboard website. But I don't know which one I should download.

I am going to buy an SSD drive and reformat my Hard Drive and use the SSD as my main drive, but I want to know what the problem is?

No, you're thinking of clock frequency. Stock maximum power is probably around the 120W mark.

Only if you're actually doing something. It will idle lower to save power and reduce heat output.

Question, why is my benchmarks so low in the performance test compared to other hardware that is suppose to be weaker?

Can't speak for benchmarks, other than to say that passmark is notoriously useless.
