Intel Core i7 4790K Lacking???

I've been playing video games and I noticed a substantial FPS drop a little over a month now. So I decided to do several bench marks and system checks, and I noticed this.

The Power Max Should be 4000w shouldn't it?

The CPU-Z shows that the core speed is 799.53 MHz, shouldn't it be between 3600-4000MHZ?

And my benchmark are a lot lower than what it should be, both CPU and Graphics Card. Weaker CPU's and Graphics cards seem to do better.

I was thinking of updating my BIOS as it says 9/15/2014, so I went to the motherboard website. But I don't know which one I should download.

I am going to buy an SSD drive and reformat my Hard Drive and use the SSD as my main drive, but I want to know what the problem is?

No, you're thinking of clock frequency. Stock maximum power is probably around the 120W mark.

Only if you're actually doing something. It will idle lower to save power and reduce heat output.
