Question Intel CPU suddenly using 50-100% of resources sitting idle in Windows after replacing GPU and PSU

Hi everyone, long time reader and now needing a hand.

I have recently upgraded my computer (from gtx 1070 to rx 6800xt) and have subsequently upgraded my psu to accomodate (650W to 850W, Thermaltake Tough RGB in both instances.)

Since the PSU has gone in my computer has started to experience significant slowdown in all tasks, task manager has shown the processor jumping in usage through simple usage such as opening a hardware monitor (Intel extreme tuning, hardwaremonitor etc) I tried to start a game to check out the performance of the new graphics card (Cyberpunk) and it started in 1080p and lagging at around 30fps (I was playing low settings at 1440p 50fps on the previous gpu).

The processor is an i7 9700k. Before the change in PSU and GPU it was utilising maybe 30% max from most tasks.

I removed all existing drivers for the 1070 before removing it. I had ready to go the drivers for the new GPU.

I checked all drivers were fully updated for both CPU and GPU. I ran malwarebytes and virus scans.

I Reset Windows after reading that it could be a driver issue still unresolved. No improvement.

Now to finish, I am a bit noob when it comes to PC building (This would be my 3rd or 4th build/modification.) I have tried to find answers online in regards to the following with the cpu 4x4 cable. Please bear with me.


There are 3 slots in the motherboard for CPU power, a single 4 pin and then an 8 pin. My Cable ends with the two connectors that I would assume are to fill out the 8pin receiver slow.

The pin receivers have square shapes and round topped square shapes in a pattern. One of my two connectors has 4 pins that match that pattern.

However, the other 4 pin connector has 4 4 of the rounded square shape. It can fit into the second half of the clip but the shapes just don't match.

Currently I have tried a single 4 pin connector in the 4pin slot, a single 4pin in the 8 slot and both 4 pins in the 8 slot despite one not matching the shape.

Am I going the right way about it? Could there be a power issue that I'm not seeing here that might be causing the issues? I had the two 4 pins in the last time with my last psu, and one with only rounded shapes.

Googling this <Mod Edit> has been driving me crazy lol.

Can anyone shine a light on what might be happening? Thank you in advance!

What motherboard have you got?

The extra 4-pin CPU connector is for unusually high power draw/redundancy, usually when overclocking. It's not a requirement for your processor. I say that because I can find 9700K compatible motherboards without it, plus your previous 650W PSU is listed on the Thermaltake website as only having 1x 4 + 4 connector, so you must have only used the 8-pin.

Your new 850W modular PSU should have come with two 4 + 4 cables. Have you compared them both, checked they're identical etc? Some clear photos of the connector ends would help a lot.

And you're connecting the other end of the 4 + 4 to the correct CPU socket on the PSU, right?

It's not clear how you've got the second 4 + 4 in if the connectors don't match.
