Seeing how some Ryzen chips like the 5600X have over 50k sells, I would assume since release. In this case, though, release was so close that even a half-year count would have reflected all sales I think.
Edit: the card is currently plummeting in price on Mindfactory. It was at almost 300€ a couple days ago. I just looked and it now sits at 266€. Even the AsRock version plunged from 320€ to 278€. Seems like the price drop is working!
