Yep, the i5 4460 should power the GTX 1070 without any bottleneck at all, and there are no compatibility issues.

I am experiencing cpu bottleneck with gtx 1060 with 4440 and there is not very much difference in 4460. So I thought there will be bottleneck.

How exactly are you led to believe you have a bottleneck? Any backing to this or it just an "I said he said" deal?
Chances are you are not experiencing any substantial issues at all.

I don't think game designers have in mind to make games only playable on 5% of machines.

Shadow of mordor (CPU 100% gpu 95%) max: 80+ min 31fps.
Wither3 (CPU 100% gpu 94%)
Max:80+ min 40fps.
My card is running at stock speed no oc.

That's not really a bottleneck, that's simply the CPU getting more usage because of the CPU intensive nature of those titles. You can't overclock an i5 4440 anyway.

My idle CPU usage 5-7%.
Maybe there is something wrong with my piece when getting under load.
And I was talking about my card I can overclock my card.
