Intel i5 4690k Not Going over 800Mhz

Hi guys, I've tried literally everything. So I'm hopping I missed something you guys can help me with.

My PC:

MSI Z97 Gaming 7
Intel i5 4690k
8GB(2x4) Radeon R9 2400 DDR3 PC3-19200
ASUS AMD R9 290X 4 GB
ULTRA 750W PSU

As the title say my frequency doesn't go over 800 Mhz, it was working fine before until I start noticing awful performance in Games (WoW and LoL) and even in Windows.

I also tried setting the other position with no luck.

try this: Control Panel\Hardware and Sound\Power Options\Edit Plan Settings\change advanced power settings.
scroll down to processor power management.
Check min & max CPU state values.

FORGET THAT its in your bios.
its set at 8 x 100.0 MHz
Your multiplier is set to 8.
CPU base clock strap looks like the culprit.
Try CPU RATIO MODE change from FIXED to AUTO
If you cant find the setting, look for load optimised defaults in BIOS.
reboot and check that figure at the top of your bios picture again.
0.80 GHz = 800MHz
PS maybe try the OC genie? that may solve it also
 



Tried the magic button in the MB same thing, and loading default optimized values in the BIOS didn't work either.


 


Yes I did it while powered down, then switched back again, this is really strange as I haven't touch that switch till now, everything was working well for a while..
I'm thinking maybe there is something broken with the switch.
 


mm sounds promising, I don't know how it could have bent if I haven't take the CPU out since day one but it's worth trying.
I'll let you know how everything went.
 
Ok quick suggestion before I go to bed......
On your board there is a SLOW switch that should be switched to the left, as you said. Near Ram slots.
And there is a BIOS switch for A and B. near bottom of the board
Just triple check you are switching correct switch 😉

If the problem does seem to be a bent pin, use a credit card or something similar to run along, you will know what I mean.

Note: As I was writting this post I noticed the Core Speed in CPU-Z went for an instant to the normal speed 3500Mhz, then when back down.

This worked for me, I never went into this section before but when I upgraded to windows 10 it was set to 5% maximum!
 
Hello, late to the party but I'm having the same issue and found something odd. When booting into safemode I have full CPU frequency and utilization. All my BIOS settings look good so I'm assuming it's some program or configuration that is causing me issue, I'll post again if I find anything else

ALright after looking trough some other forums I found a solution to my problem. On the MSI motherboard I have there is an on-board switch designed for overclocking at low temperatures. For some reason this switch was showing as enabled even though it was set to off (there is a LED light above the switch to show the current state). Pushing the switch around got it turned back off and the computer booted as normal.

I think I might send an email to MSI and see if this problem is documented and covered under warranty. If so I may get a replacement motherboard if the problem persists. If not, Duct tape has yet to fail me.
 
hey guys, im here to help anyone with the issue of a 800mghz cpu, sometimes mobos will have a physical switch that slows the cpu (usually locking it at 800mghz), for example the m5 by msi has a switch that does it. if this helps, let me know.
 


Pics? I fixed it, but the power saver doesn't work, so it's sucking a lot of power, and creating a lot of heat
 
Hello OP, I have been struggling with the same problem for months and I finally figured it out today.

Try going into BIOS and see what the CPU clock and ratio is? I noticed mine was stuck at 0.8GHZ and the ratio was 8 instead of 40. TO resolve this you need to turn off two settings on your MSI motherboard in bios.

1) EIST - disable this
2) Intel Adaptive Thermal Monitor - disable this.

This will resolve your issue.
