Solution
Sounds like boot partition is on the HDD and is giving you a confusing error message. Try reinstall Windows. Turbo should work then.

Looks like your bios is up to date.
Did you get the chipset driver?
How about the ME driver?
Just to get that stuff out of the way.
How is that better? I now have less ram and the CPU still performs the same. Should I stick my 3rd stick back into the slot?
And yes all my drivers are up to date now

After doing the above, play your gta5 mod and run Coretemp. Check what that reports cpu speed at and temperature.

Turbo is an automatic feature so it's either turned off in Bios (shouldn't be at default settings) or it's getting too hot and cpu is preventing turbo to save itself.

Not a throttling issue it seems. Something is just preventing the turbo clock to come on. It also good to say that with only 8 GB it peforms alot worse. Should I plug the 3rd stick back in?

at this point I'd run Cinebench or 3DMark for benchmarking instead of UBM, their scores are so biased it's impossible to get a good representation. Even monitoring the core clocks can do done using tools like HWiNFO and such.

As to the performance, I'd try a fresh Windows installation to clear away the junk that's accumulated over the years, as Windows is notorious for it's resource management.

Well all the other methods I've tried showed 2.5 clock so I'd say it's a big problem. Regarding fresh windows install, does that wipe my other drive too?
 
Before installing Windows, why not check the Windows setting that controls turbo boost.

How do I go with that? When I disconnect my second drive (so it doesn't get wiped) my PC doesn't turn on even tho windows is only on the first drive.

That shouldn't keep the pc from turning on.

I think it wasn't connected when I downloaded windows 10 but I'm not too sure. It says "An operation system wasn't found. Try disconnecting any drives that don't contain an operation system." That's with my SSD connected and HHD disconnected.
