I recently upgraded my PC to the following specs:
New Superflower 650W PSU
RX 5700 OC
16 gig memory 3200MHz - XMP enabled
i5 9400F
Asus ROG STRIX Z370-H
Since I upgraded my PC hasnt been right. I reinstalled windows and all the drivers, updated the BIOS to the latest version, ran anti-virus tests, uninstalled and reinstalled driver software, but still I get this freezing for 3-4 seconds.
So yesterday after my PC BSOD for about the 5th time (just an FYI, the BSOD i get is distorted and I cant make out what it says) I changed to normal mode (so at 2.9GHz) and the PC runs fine, except for small 1-2 second freezes here and there. I took a screen shot of what the CPU does during these freezes, and it spikes while the GPU drops (this was during gaming).
I am starting to think this is a hardware issue and because everything is brand new (except my SSD, its maybe 2 years old), and I want to claim under warranty. But how can I know and prove something like this, and is it the MB or CPU?
See images of different operations during freezing, please note, this is in normal mode, NOT turbo mode, the freeze is permanent and I have to restart or I get a BSOD.

I am not sure if its related, but I have been having issues with my AMD Radeon software and iCUE software, it doesn't remember my settings, and with my wireless headphones I got a buzzing noise when the software was installed.
