Question Intel i7 6700, rtx 3070 low perfomance

I have an Intel Core i7 6700, RTX 3070 8GB, and 32GB of RAM. According to the "Can You Run It?" website, I should be able to play games like Hogwarts Legacy on high settings at 1080p with around 100fps. However, I'm experiencing lower FPS, even on low settings (where I should have around 150fps), and I'm getting 50-60fps. All my drivers are up to date, temperatures are normal (around 60C, CPU usage 55%, GPU usage 55%). This issue occurs in multiple games, such as Warzone. My friend with a Ryzen 5 5600H, RTX 3060, and 16GB RAM can play Warzone on ultra without lag, while I'm experiencing stuttering and FPS drops to 40. I'm wondering if the problem might be related to not having an M.2 SSD, but an HDD. I'm looking for solutions because I'm unsure how to resolve this issue.

What's the power supply model and how old is it?
Also, what's the model and age of the HDD?
Are you running some other apps while playing?

PSU -Smart SE gold 630w, model is usb asus rog wd elements 1tb- Bout 5 years?, no, only the game I want to play
 
I'm wondering if the PSU is struggling to provide enough power. The stated 630 is ok, but actual power supplied is probably less. As it is not a reliable unit, i suggest you look into a better PSU. ~750w
I'd recommend upgrading the PSU even if it is not responsible for this problem.
