Intel iGPU HD3000 wont turbo boost for some game

the IGpu clock at 650Mhz when i tried to run game like Battlefield 3, NFSMW12 even the GTA san andreas but when i tried to run some less demanding game game like CS:GO,Terraria the IGpu boost up to 1.3Ghz

it give the worst frame rate at 650Mhz like 10 to 20fps
i tried update the Driver nothing happen

i pretty screwed with this thing

its only a HD3000 my laptop has a HD4000 and I would not game on that you need a GPU

well its a laptop with a weak ass gpu but i want it at least run CODMW1 at 30 fps at 1280x760 but it wont beacause the gpu wont turbo boost
