Is this a custom PC or brand name?
If custom, you should visit web site of the motherboard (most motherboard makers will have a site which has alkl the drivers for the motherboard) and see if you have latest version of IMEI
If its a brand name PC, need to go to web site for the mdoel and confirm you have latest version of driver

I apologize for being slow on this answer and I should have included more information.

As you cane see I have gone this route to no avail and even pulled SSD, and hard drive plus R9270 sound card, sound card and even went as far as replacing CMOS battery while I disassembled every thing while being non static protected. After reinstalling BIOS and rebooted I reinstalled 8.1 windows and went through steps to install Win 10. Yes was on dell site for drivers and testing. I am now with when video card powered will not boot window . Unpowered it will but does recognize camera or card obviously.Ran memory tests and all hard drive tests.

Why did you put 8.1 on before win 10? you didn't need to go through win 8.1. It makes no difference now but is a step you didn't need to do, in most circumstances.

If PC won't start with GPU attached, it could be your power supply or GPU
what GPU is it as I can't see one in base model? https://www.cnet.com/products/dell-xps-8700-mt-core-i7-4770-3-4-ghz-16-gb-2-tb/specs/
Does dell have onboard display connectors?
I doubt the dell PSU is top quality

Your original error is likely caused by old drivers, doesn't seem to lead to a power problem exactly

I did boot to 8.1 as per Dells recovery process with units that were bought with 8.1 and then later upgraded to Win 10, All drivers were and are updated.

This is a quandary of why the Intel Engine interface wont load and code 10. I do appreciate the help.

The GPU R9270 was originally in the unit. When it is powered the unit will not load. Post says that I must plug the HDMI cable for the monitor into this card but unit doesn't load. When I remove the power from the Card and install the HDMI cable to the motherboard it boots right up. Meaning I have isolated and not using the R9270 card.
I am using a Intel Dual Band AC 7260
Hope that helps.

OK, i understand now, Probably don't need to run intel processor diag tool then

Does bios show up if card powered up? or no sign of life? Can you test GPU in another PC?

I did the CPU test anyway to be sure( I had preformed this test as long with chip set tests about 3 days ago. All passed. I also powered down unplugged and held down power button to dump all memory. I then hooked up power wire to GPU and moved HDMI cord from monitor to card. I Powered up and Dell symbol came up and showed loading for 3 minutes screen went blank then rebooted and did the same thing once again. I shut down then removed power from card then put HDMI cable from monitor to mother board. Powered up then dell symbol showed loading then Blue screen and rebooted Dell screen loaded then I was up and running. I will look into your suggestion and get back to you.. Where are you located?

I have a daughter in Invercargill NZ.
I used to work in Indonesia so have been in and out of that area a fair amount.
