Hey All, looking for more detailed recommendation on a Custom PC build. Per Forum guidance see format below.

Approximate Purchase Date: This Summer - June 2023
Budget Range: Under $2000
System Usage from Most to Least Important: Photo editing, home video editing and compilations (no major 3d rendering). I mainly use Adobe Lightroom, Photoshop, Premier - although once upgraded would explore other software
Are you buying a monitor: Not at moment
Parts to Upgrade: Entire Custom PC Build
Do you need to buy OS: Yes
Preferred Website(s) for Parts: Newegg or MicroCenter
Location: Northern New Jersey. I'm close to MICROCENTERs
Parts Preferences: Intel CPU
Overclocking: Unsure
SLI or Crossfire: uhh, don't think so since I don't know what this is...
Your Monitor Resolution: Ultimately will upgrade to 4k
Additional Comments: Prefer a quieter PC, I don't expect to use it for gaming. Would like sufficient storage fast SSD, also would like to see if have an option to have a hot swappable bay for external drives. Thought being is to backup photos/videos on older mechanical drives that are very reasonably priced. Using external drive reader or cables is messy and always issues. If I could have a hot swap bay that would be something. Thoughts?? I don't think from what i've researched i need the 13th Gen as from benchmarks minimal increase for my use (is that accurate?)
And Most Importantly, Why Are You Upgrading: Current PC old and needed upgrade Intel(R) Core(TM) i7-4770 CPU @ 3.40GHz, 3401 Mhz, 4 Core(s), 8 Logical Processor(s), 16GB RAM

Not for nothing, certainly be considering options and spec hunting and so forth, but the landscape will change so much between now and then that a build list would be obsolete. Consider reposting request closer to time with money in hand ready to purchase.

Here is my controversial take on 4070 - i think its a 500 USD card for the performance it gives.
I would rather get the 6950XT if the power draw is not a concern.

If you are the type to not minf getting 100ish FPS and ok with G-Sync smoothing out the gameplay, i would rather get the 4070ti and 5800X3D if possible. The 5800X3D is still a very good CPU but end of life.

But for 2k, i would look at a 7800X3D with a B650E combo with a 2X16gb 6000CL36 rams.

Adobe takes advantage of Nvidia Cuda cores.
