You are probably using w8.1, right? Its showing overall utilization (looks like one core). Right click - change graph to - logical processors.

i want you to do one thing...go to task manager > processes > right click on any process > set affinity

if there is a option of set affinity , it means you have dual core....
if there is not affinity option, it means you have single core...
