There are tools to alter the FSB in Windows, but you need to know the exact clock generator and I wouldn't recommend the risk. It would also overclock the memory and such, so it would be particularly risky if the BIOS won't let you alter memory frequency multipliers and/or timings. I am not aware of any BIOS that would allow you to overclock that system properly. It was never intended for overclocking to even be a possibility on most, if not all, of the LGA 771 server systems.
