Intel Turbo Boost locked in the BIOS

So recently I got a laptop second hand duo to it being on a great sale I got some extra RAM for it and cooling and decided to activate the turbo boost on it . Turns on the darn boost is locked by password and the guy that sold me the laptop doesn't know it . Is there a way to turbo boost the CPU that doesn't require the password or a way to change it/remove it ?
The laptop is a HP EliteBook 8470p with the following specs :
Intel Core I5-3360m 2.80 GHz
8 GB DDR3 RAM
1TB HDD
Intel HD Graphics 4000

 
HP laptops/computers will bios lock randomly sometimes, it's a known bug. You're lucky it didn't put a boot password lock on you. The only way to fix is to clr_cmos, and don't ask me how to do it on that laptop. From what I recall about the 8470 I think the whole thing needs to be taken apart to get to what you need to do it.
