Intel Xeon E5462 Bottleneck?

I believe my single Intel Xeon E5462 is bottlenecking my GTX 750 Ti SC, I don't know I am getting around 40-50 FPS in Overwatch on Low, someone please help me.

Windows is running on top of the MacOS and on that scenario the host OS (Apple macOS) must have optimized drivers to support gaming on the hardware. Apple does not have drivers optimized for gaming on any of their systems.
That's why gamers prefer the Windows OS.

@Jojesa I dont know, I couldn't even run Overwatch before because of how bad my GPU was, I just got the GPU today :/ and I recently upgraded from Win7 to Win10 like 2-3 days ago
 
Did you perform a clean Windows 10 installation or in-place upgrade (install Windows 10 keeping programs, files and settings).

Try this
-Download the latest Nvidia drivers for your GPU (don't install them yet)
-Download Display Driver Uninstaller (DDU) to remove all Nvidia drivers. Restart in safe mode, and run DDU.
-Disconnect from internet until you have re-installed theNvidia drivers.
-Restart and run the Nvidia installer.
-Select custom or advanced, and make sure to deselect all but the essentials: display driver, audio driver, and PhysX. Do not to install 3D , VR, and GeForce experience.
 


I did what you said but I am still getting 30-40 FPS, It was a clean install of Windows 10.

 


I don't know about the PSU, this is in a 2008 Mac Pro though, what I know is that there are 4 PCI-E slots and they all yield 300W Max.
 


You should have started with is a Mac Pro.
Overwatch like most games is a Windows platform game. You could have a brand new Mac Pro and still you won't get above 40 FPS.
