Question Intense stutter in games ?

Hi I built my pc two years ago and have had stuttering in games ever since.

Specs:
Asus B550-A Gaming motherboard
Ryzen 7 3700x, Ryzen 3 4100
Rtx 2080s MSI Gaming Trio X, Rtx 3090 MSI Gaming Trio X
Trident Z Royal 2x8gb, Corsair Vengeance Pro 4x8gb
Seasonic 750W Powersupply 80Plus Platinum
Lian Li PC-O-11 Case
Deepcool Castle V2 260mm AIO
9x Coolermaster RGB Fans
1tb Samsung EVO SSD

Ok. Make sure BIOS and chipset drivers are up-to-date.

What are your CPU and GPU temps while gaming?

You can try to enable XMP with the 4 sticks, but it may not work. If it doesn't, install the Trident RAM in slots a2-b2 and enable XMP.

What mainboard do you have?

10th gen mainboard had some pretty awfull / scam variants with VRM designs that were so cheap, that they had to power limit i3 CPUs.

List your mainboard, it might be just an extreme power limited board that forces your CPU to ~50% performance and that would be micro-stutter generating with a faster GPU like your 3060.

10th gen budget / ASRock mainboards with ~40-50% gaming performance loss because of the VRM were tested by HardwareUnboxed. But lets check your board if its one of those scam boards.

My current mainboard is Asus Rog Strix B550-A Gaming, before this one i used an Asrock B550 Steel Legend which was doing something weird with my cpu. Probably exactly what you mentioned but i had no stutter just low frames. With my new Asus mainboard I have these stutters.

Sry for the late reply. I just upgraded to an i7 13700k with a z790 mag tomahawk motherboard and 32gb corsair vengeance ddr5 ram with my 3090. But the stutters havent changed.
