I've been trying to track down the source of a display problem, with my PC gaming setup.
I recorded some in game footage with Fraps, to use as an example:

The image becomes blurred and broken whenever I move the in game camera around.
This display problem is still visible on the recorded footage.
Which is saved as a VLC media player video file.
So my question is, if the problem is still visible in the video, then can I rule out my LCD TV as the source of the issue?
Like Fraps will record from the PC hardware before the signal even reaches the TV right?
Any help would be greatly appreciated guys.
