"Verbose" mode during post would list action by action as the system started up and went through BIOS eventually getting Windows to launch. Displaying the actions slowed boot time.
End users could disable the boot process display and thus reduce boot time.
Once boot finished then the Windows OS would be responsible for capturing Windows related events.
