Question Intermittent crashes and POST issues

I have a few different issues with my PC. I'm not sure if they're related, but they well might be, so I'll give you the full picture.

TL;DR:

1. Over the past 2 years or so, I have destroyed 2 mainboards simply by shutting down the PC.
2. After the latest mainboard replacement, the PC won't POST unless I do a CMOS reset and also crashes a few times a week.

Specs:

PSU: be quiet! Pure Power 11 (700W)
Mainboard: ASRock B650M PRO RS
CPU: AMD Ryzen 7 8700F
RAM: G.Skill Flare X5 DDR5-6000 (2x16GB)
GPU: AMD Radeon (TM) R9 380 Series
OS: Windows 11

More details:

I very rarely shut down my PC, usually only for Windows updates. In the past 1.5-2 years, I've probably shut it down less than 30 times. 2 of those shutdowns have somehow destroyed the mainboard. (I.e. the PC wouldn't POST until the mainboard was replaced.)

After the 2nd mainboard got fried, I took the opportunity to upgrade my PC, in the hopes that whatever was responsible for destroying my mainboards would be swapped out. So I bought a new mainboard, CPU, RAM and PSU. (Remaining from the old PC are an SSD, a HDD, the GPU, and the case). It's too early to say whether this has stopped the mainboard-frying, but I'm hopeful for now.

Anyway, ever since the upgrade, there have been frequent crashes and issues POSTing. The interesting thing here is that I actually had *two* B650M PRO RS mainboards, and both show(ed) these issues. What happened was that the first mainboard arrived damaged (slightly bent and the BIOS flashback button almost broken off). I used this damaged mainboard for around a week, and during that time my PC would crash about once a day. I sent it back and got a replacement, and at first everything seemed fine. I used my PC without issues for about a week, but yesterday it suddenly crashed and then had the same issue as the damaged mainboard, where it wouldn't POST until I did a CMOS reset. Today it crashed again, requiring another CMOS reset.

Some more details about the POST issues: Usually when it fails to POST, the "VGA" and "boot" debug LEDs are glowing. In rare cases it can be the other 2 LEDs ("CPU" and "RAM"). As far as I can tell, doing a CMOS reset lets me boot at most one time. Doing a CMOS reset doesn't guarantee a successful boot, but once it *has* booted, it won't boot again without another CMOS reset.

Also, I can't seem to enter the BIOS setup menu. My screen always stays blank until it boots into Windows. I believe the button for entering the BIOS menu is F2, but if I press it, my screen stays blank forever.

Edit: I forgot to mention that I've done a RAM test for a few hours and also tried each RAM stick individually. So as far as I can tell, there's nothing wrong with the RAM.

I'm seriously at the end of my rope here. I have so much information and yet still no clue what's causing all these issues. Any insight would be much appreciated.
