My build:
CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor
Motherboard: ASRock Z97 Anniversary ATX LGA1150 Motherboard
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: Zotac GeForce GTX 970 4GB Video Card
Case: BitFenix Neos White/Blue ATX Mid Tower Case

What happens: Playing Guild Wars 2, I had no issues with FPS drops, it ran perfectly (until I got to well known FPS dropping areas) but then after a little while (PC is probably about a month old now and just started playing GW2) I now hear a slight buzzing noise coming from inside my computer when I try to pan the camera.
I can choose to not pan the camera and not move, and I experience no sound and the animations run perfectly.
However, if I start moving my character or panning the camera, I hear the buzzing and there is an instant drop in FPS to the point that the picture stutters.
From what I gather online:
It could be my graphics card (a known issue for GTX 970) but is generally not harmful to the actual components. The card is great and I can run just about everything on full graphic settings with no issues, just recently with GW2 (have yet to try other games). Coil whine?
It could be an issue between the connection between PSU and graphics card. Some suggestions that I've seen have been under/over volting the graphics card to kind of offset the frequency imbalance (if that is actually the case).
It could be the HDD? I tried listening where exactly the sound was coming from but I am mixed between the two. It would make sense that while trying to load/render graphics in the distance/around my character, the HDD would be accessed and this is where the stutter happens, so it could be an issue with that (I hope not).
I don't fully understand the problem, as all of these components are new, I have not overclocked, and I have only installed games and no other applications that could pose any sort of software issues.
CPU temperature and speeds are fine, boot up is fine, applications run fine.
Note: I had a window open (not 100% sure on the humidity level of outside air) and it is right by my computer. Could this issue be a humidity problem? (It was cold air coming in, so temperature wouldn't have been the issue).
What I have done so far: Worried and researched it online; turned off computer to let it recover, the poor thing.
Going to try again tonight to see if problem persists.
