Internet bad or hardware?

So yesterday I reinstalled my windows and everything on it to a new HDD because my old one died. However, now it feels as if my ping is always much much higher than before. It also feels like my internet is slower even though I did a test and got 8 down 2 up. My ping used to be very good, but now I'm avg somewhere in the 700's. Do you have any idea on how I could fix this? Or if its my hardware or internet just acting bad for some reason.

did you put in the latest driver for the net chipset on the board .

Yeah I did. To use the Ethernet port on the MSI gaming boards you need the Driver

since you put in a new hdd did you also put back all the motherboard driver ,the other thinng if you could try a old network pci card to see if it does the same .
