Internet doesn't work even with ethernet plugged in

Hello,
So on my desktop my internet is not connecting even when plugged directly to the router (no wifi card on desktop). It just has a red x indicating no connection. I am using Windows 7 Ultimate.

I tried all of the solutions here to no avail:

I have tried different ethernet cables, different ports on the router. After going through all of the steps in the other threads I just gave up and decided to reinstall Windows figuring that would work if all else failed. Still no internet. I am thinking maybe the port on my motherboard is messed up somehow? But I have no idea.

I should mention that laptops connected to the router directly have no problem getting wired internet and wifi works fine.

Let me know any more information you need about my issue.

Open control panel and click on network and sharing center, next on left click on "change adapter settings" now check see if any local area connections are present and try enabling the present and see if any connection is detected and from there you setup your internet.
 


When I click on Change adapter settings it comes up with a blank window. No icons appear. Refreshing doesn't help.
